Rules Committee Resolution H. Res. 665 Reported to House. Rule provides for consideration of H.R. 2920 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. Measure will be considered read. A specified amendment is in order. All points of order against consideration of the bill are waived except those arising under clause 9 or 10 of rule XXI. The resolution provides that the amendment in the nature of a substitute printed in part A of the report, as modified by the amendment printed in part B of this report shall be considered as adopted and the bill, as amended shall be considered as read. The resolution waives all points of order against the bill, as amended.

DEBATE - The House proceeded with 10 minutes of debate on the Ryan (WI) motion to recommit with instructions. The instructions contained in the motion seek to report the bill back to the House with an amendment to insert the following new sections: 1.) to extend the discretionary spending caps; 2.) Disclosure of Interest cost; and 3.) CBO scoring of conference reports.
