The instructions contained in the motion seek to require that the bill be reported back to the House promptly with several amendments striking sections pertaining to modification of credit phase-out; modification of limitation on automobile depreciation; relating to co-production of renewable diesel with petroleum feedstock; relating to clarification that credits for fuel are designed to provide an incentive for United States production; relating to extension of transportation fringe benefit to bicycle commuters; relating to restructuring of New York Liberty Zone tax credits; relating to qualified energy conservation bonds and revenue provisions. At the end of the bill, the motion adds a new title V.
