Upon adoption in the House of the conference report to accompany Senate Concurrrent Resolution 95, and until a concurrent resolution on the budget for fiscal year 2005 has been adopted by the Congress the provisions of the conference report and its joint explanatory statement shall have force and effect in the House and for purposes for title III of the Congressional Budget Act of 1974, the conference report shall be considered adopted by the Congress. Nothing in this section may be construed to engage rule XXVII.
