DEBATE - Mr. Dreier asked unanimous consent that it be in order at any time for the Speaker, as though pursuant to clause 2(b) of rule 18, to declare the House resolved into the Committee of the Whole House on the state of the Union for consideration of H. Con. Res. 393, and that consideration of the concurrent resolution proceed according to the following order (1) the first reading of the concurrent resolution is dispensed with; (2) all points of order against consideration of the concurrent resolution are waived; (3) general debate shall be confined to the congressional budget and shall not exceed six hours equally divided and controlled provided that one hour of such debate shall be on the subject of economic goals and policies and shall be equally divided and controlled; (4) after general debate, the Committee of the Whole shall rise without motion and no further consideration of H. Con. Res. 393 shall be
